Between 2010 and 2021, the council has saved £655m while protecting frontline services as much as possible. We want your views on our budget proposals to help close the estimated gap of £65m for 2022/23. Leeds City Council is asking for views on how it spends its money to deliver vital services and meet its legal requirement to set a balanced budget. You can use this page to find out more about the proposals, share ideas or take part in our Budget Consultation Survey. The financial challenge Since 2010, the council has saved over £655m and protected frontline services as much as possible. But, like many councils across the UK, we continue to face enormous financial challenges due to reductions in government funding, rising costs and growing demand for services, especially those that support some of the city’s most vulnerable people. The effects of the COVID-19 pandemic also continue to affect our income and costs. To help tackle an estimated gap of more than £65m in 2022/23 and meet our legal requirement to set a balanced budget, we’re asking for your views on our budget proposals, in particular:
The overall budget and our savings proposals for 2022/23
Our proposal to increase council tax by 1.99%
Our proposal to apply an Adult Social Care precept of 1% to help pay for adult social care
We’re keen to hear what you think about these proposals and also get your feedback on the council services you receive, plus any thoughts on where you think we can improve. To help you consider your responses, we’ve provided a summary of the key points from the proposed budget for 2022/23 throughout the survey. If you’d prefer to look at the proposals in full, you can read them in the Proposed Budget Report available in the 15th December Executive Board agenda (Item 8) on our website. The timeline on the right of this page explains the different stages the draft budget goes through before councillors set the budget and council tax for 2022/23 in February. Councillors will see the results of the consultation before they make a final decision on the budget. Your views will help make sure that the final decision is in the best interests of the city and the people who live, work, visit and study in Leeds. You’ll need to set up a login to create and share your ideas below but no login is required to take part in the Budget Consultation Survey. We’ll review every response we get, with the results feeding into a report that you will be able to read in February as part of the final Budget papers.
